Certificate of Liability Insurance 2017-18

Security Situation in Europe and Travel Insurance (including School Trips)

The Insurance Section has received a number of queries about travel insurance for planned trips to Europe following the acts of terrorism in Paris in November 2015 and in Brussels in March 2016.

Travel insurance for business trips by Council employees, and insurance for trips arranged by schools that are enrolled in the Council’s School Activities Travel scheme, is provided by Chubb and it is a matter for the insurer to determine the validity of any specific claim against those policies.

However the Insurance Section can provide advice on interpretation of the policy cover and offer assistance to any school or Council service that experiences difficulty in making a claim. Please contact us via insurance@somerset.gov.uk.

Following is some general guidance:

  • The Chubb insurance will not normally exclude losses or expenses incurred as the result of terrorism, provided those losses or expenses are otherwise covered by the policy terms.
  • If a planned trip is cancelled as the result of government advice that prevents travel to the destination, expenses arising from cancellation of pre-booked travel arrangements normally will be covered by the insurance.
  • Schools and Council services should consider the security situation when risk assessing plans for travel to affected destinations, and take note of any Foreign and Commonwealth Office advice in effect. Please consult the Council’s Health & Safety department if you have any questions about risk assessment.
  • We appreciate that some schools may decide to cancel or reschedule a planned trip due to safety concerns, or that parents or guardians may withdraw pupils from a planned trip. Those schools may incur expenses such as loss of deposit for travel arrangements. Whether those expenses are covered by the travel insurance will depend on the reasons for cancellation. In the absence of an external cause (such as government advice against travel to the destination), insurers will usually consider those expenses to have been incurred solely as a result of disinclination to travel.
